i've seen Odemwingie's (West Brom) face with Elia's (Netherlands NT) hair suggested (there are many suggestions on hairstyles for Neymar in this thread, the truth is none of them really fit, so go with whichever you prefer). i haven't tried it myself (i use a build). let me know how it looks.

For the hair you could try Jiranek from Birmingham or Portillo from Hercules. For the face is Odemwingie the closest one.
