Division size??

Is there any tool, patch mod etc that would allow you to change the number of competing teams...I already know you can switch teams from division to division but can I change the number of participants say from 18 to 20 or from 22 to 18 etc etc etc?

Doesn't sound possible, mate. From my experience of patching PES (back in the halcyon patching days of PES5/PES6/PES08/PES09), I don't think there are any patches/tools which are capable of doing this, I'm afraid.
