Do players develop more when YOU own them?

Looking through other teams players, it seems like they don't develop as rapidly as mine have, and some seem to be taking a downturn prematurely. This is at the end of season 2. For example Cristiano Ronaldo appears to have already taken a small downturn, even though he's aged 28 and scored 30 goals in the league this season (Serie A, playing for Milan). My players seem to be developing massively (I'm Napoli), aided by training items, regular rotation and a training regime geared towards speed, defence, and passing. Cavani has already developed into a monster, and Zuniga is pushing the overall 100 rating. Other players like Dzemaili are over 90, Hamsik at 95. And I bought Drogba at the start of season one and he's pushing 36 and he hasn't taken a downturn yet; fairly regular play (with good goal returns) has seen him stay at the same stats. So why is Ronaldo declining?

Will your players always develop more due to your use of items, rotation, more thought put into the training etc? Or is it just that my players are often on the winning side? I might have to up to top player next season, by the end of season 2 professional started to feel a bit easy; though I have a tendency to concede goals I am able to score tons. As such my winning % must have been over 90%. But surely players like Ronaldo are also on the winning side more often than not; how come they don't seem to develop as much?

I ask partially because it makes me wonder whether loaning out players (youngsters in particular) is worth it. If they won't develop as well on their stint at another club it doesn't seem worth it.

I can't vouch for 2013, but I have noticed it in all the other games, going back to PS2 days even. It is a flaw, it means that if you want to get the best out of a developing player, you need to sign him early.
I remember back in the PS2 days, when I used to have multiple MLs on the go, when I'd get to season 5/6 in one of them, I'd take a note of the well developed players so that I could sign them in another ML. If I then signed him in a new ML and got to the same season as I was in the old ML, it could be that there would be a 5-10 point difference in the player's attributes between the MLs. That's quite a big leap!

I've loaned players in the past, but only when there's no real opportunity for them to play at my club.

Also, Blerim Dzemaili 90 overall???? I can't believe we released him for free. :facepalm:

Hm yeah this is probably the case then, which is really bizarre. Why wouldn't they develop as well? Especially C Ronaldo who netted 30 last season, taking a downturn... ludicrous. I don't know if it depends on cumulated player rating, Zuniga is now the second highest rated player on my ML and he often has 7.5 and man of the match, that could boost development. The computer's players probably don't receive the same boost.

Dzemaili is rated 95 as CMF on my ML age 28 (B,B,B,C), his development certainly doesn't slow down. I remember he did appear somewhat mediocre at the start but he had high 70s/low to mid-80s in all the useful stats for a CMF to begin with, including ball control, dribbling, passing, teamwork etc. All those have risen tremendously.
