My guess is they had some faces ready just in case they were going to the World Cup but they didn't get a preset because bundesliga is not in the game

It take at least a week to have a DLC aproved by Sony network.
I think they will take these little update to include too the update of the NT´s removing the injured players.

If you remove DLC 7.0 you remove all of them.
