Go to Advanced Search and select the "Loan List" parameter. You can loan just about anybody on the list fairly easily, as long as there isn't a lot of competition, and you'll have first shot at attempting to purchase them when their loan expires. Also in Advanced Search try setting the "Contract Years" parameter to "Min - 1 : Max - 1". It'll show you players with contracts expiring soon (who are always easiest/cheapest to buy), and some will inevitably put their renewals on hold, which is practically a "come and get me" plea.
Don't forget the "Free Agents" group, either. Go to Search by Group scroll far right, select "Free Agents", then sort by Overall Rating, Descending Order. It'll show you the highest rated Free Agents first, so just scroll down the list and try to pick off a few of the good and/or promising ones before the other teams do.
Had an awful Summer. Still can't buy any damned defenders. Had four from D2 teams turn me down on the last day (always like to leave it late, don't they?). Almost had Ilucznica, but they tried to dick me around on the money and he wound up staying with them. Should get a good shot at him in January, though, as he's practically out of contract.

Just think of it as an up-and-coming club in real life. You don't have much cash, nor do you have enough status to be a major attraction for really good players, so you have to dig for the talent, and loaning fringe and youth players from bigger clubs is a perfectly normal technique. It tends to make the players easier to buy when their loans end, too, as they will have developed affection for your club over the course of their time with you.
Yeah, I always find it a bit, I dunno, cheap starting ML without the Default players. However, since this year's game has some extra realism in terms of club popularity/prestige and financial status, it might be fun to try running a big club once I manage to get PES United to the top of the team rankings. Position 102 currently...
