How do you implement strategy in-game?

OK so this might be a dumb question but how do you implement the real-time strategy in the game? I have it all assigned in the strategy menu (O is all out attack, X is possession attack, etc.) but how do I implement this in the game? I see the buttons come up occasionally in the bottom right of the screen but the instruction manual gives no indication.

I always use it on manual settings where you hold the "back" button and then choose the tactic button of your choice.
In previous games it was possible to have this on semi-assisted. I dont know if this is possible in PES 2010.

You probably play with semi-assisted settings that is why you see the tactics applied and then deactivated. The tactics dont have to be activated at all time. If you start an counter attack activate the tactic button (if you are playing on manual settings) and you will get a better attack than without the counter attack tactic button activated.
