Should be a normal *.jpeg, or *.gif and the sise less than 4mb i think. Try 800x600 should do the job. Just resise the picture with an editor, such as paint (ms), or photoshop.

i tried to put my picture ,, first i took it with digital camera ,, and it told me theres no saved pic.

then i tried with mobile phone camera and again it tells me the same thing !!

what shall i do ?

basicly wot i do is get a pic of my pc and then put it on the usb stick then go in the game and then go to create from scratch and then inport pic (i think) and then it should go stright to the usb and u select your pic

Try leaving the camera plugged to the PS3 (assuming that you are using a PS3) I don’t know why but this seems to work for me, even If the image you are using has nothing to do with the camera.

it works ,, when i put my USB i should press triangle and desplay all ,, then copy the picture this is work 100%

I never try this thing before, but i'm here just to give you a hand, as i know you may have more faster way by using ps3 camera toy, its provide more accurate and nice of pic and more simple steps. Another way which you may just copy your pic to your console through usb stick, but they might have some limitation with the pic size.
