Have can you upgrade or downgrade scout?

I have level 5 and i cant even sign one player.. even ppl on loan list!

also, is there any way to set the price myself? instead of leaving scout,

i have 'scout turned off with the ''negotiate directly '' on

the scout level can be changed in the transfer window at the start of the new season, this will be fixed until the next year.

with the option you selected, the scout will do the first part of the negotiations (transfer fee, loan, contract time etc.) but you will always have to make the final decision if you agree with these conditions. if you don't agree you can suspend (cancel) negotiations or you can change the conditions (transfer fee, loan).

when you let the scout do all the negotiations then you are not capable/allowed to accept, refuse or edit the negotiation conditions, he will do everything for you.

the higher level of scout you have, the better negotiation conditions he will determine for you..

I could only sign Ribery and Diego (Almeria) on my first two seasons. Keep on offering, not only during the transfer window. Now I managed to sign Torres, Villa, Fabregas, Maicon, Gourcuff.
