Problem: Not enough cash and uneven playing field.
Suggestion: Simple. Cash at the end of each match should be: [percentage of your own team's value + percentage of your opponent's team value] x Multiplier (depending on win/draw/loss). This would make being in different divisions perfect sense. If you overachieve and end up in D1 with a mediocre team you will be rewarded when playing against top level opponents - at the same time the teams at the top end wouldn't generate that much cash from playing against the easy teams. It would encourage them to use the option of 'similar opponent' in online settings and play against teams on their level. This would level the playing field and slow down the exponential growth of the top teams at the same time as nurturing the smaller teams who play well.
Other comments: A further addition could be sponsors. Individual players or teams can receive sponsors depending on statistics. e.g.1: if you receive 10 or more fairplay you could get a one-off 1mill. If your game to fairplay ration is high you could attract sponsors. This would encourage players not to use cheap methods to win matches. e.g.2: if a particular player hits a certain goals per game ratio he could attract sponsors who would give you a little extra cash for every 10 appearances or hat-trick, thereby easing the strain of contract renewals on regular first team players. This sort of in-game reward may discourage disconnect cheaters as there would be a cash incentive based on performance in the match.
