My back line always plays too high

Why won't my defenders play deep?
I've tried every setting imaginable and even customized a formation that shows my back line sitting just in front of the keeper when out of possession and yet they always play to far up and get scorched by through balls on the ground and over the top.

In this pick I JUST got possession of the ball but you can see how high they were playing. Even if the opposing attacker gets closer they never back into the box.

What are your defensive tactics? Aggressive, Frontline Pressure etc..
And are the defenders extra front men? Or have you put them as players who join attack?

I have them as all out defending and passive but I think I do have one of my CBs joining the attack so that may be a problem also.
