I started a Master League with Real Madrid, and i am in the middle of my second season now and hold the top position in the league. My team is Ranked S and i have a lot of points to spend. The problem is that i cannot sign anyone at all. Every time i negotiate with a team and i get them to accept my bid, and i move on to the player negotiation i get denied. Even if i offer the max (5000) to the players they still deny me EVERY TIME. I had this same problem in the first year, but i figured since i am in Division 2 they didnt want to come with me, but a lot of the time the players profile will say "This transfer will be a step up for this player" and then right under it it will say "There is no way you will get him" which makes no sense at all. I was wondering if i'm doing something wrong or if this game is just impossible to sign players in. Every player i have tried to sign has failed, and i am offering a ridiculous amount of money to both the players and the clubs and still getting denied. Please help!!!!

I have exactly the same problem and it's not even with players who have an A ranking! It'll be players with no rankings and with teams who have a D ranking, players who are rubbish, players with potential, anyone really. (I'm Manchester United with an S rank) It's getting pretty frustrating.
The game is trying to be realistic...even though it may be unfair at times
try to sign unknown or young players who will develop into superstars.
It also depends on the master league level on the settings you configured before the season starts.
My suggestion to you is to set it on very easy and transfer frequency high if you want more chance in signing a player.

Ok..Listen to some tips...
1) You have to be more than "A" Class Popularity to sign some of the Superstars
2) You HAVE to fill out your scout list every now and then,not only during negotiations,because it gives you a FAIR percentage of the possibility of signing the player you want
3) During the contract negotiations : You MUST give the player the ammount of money he needs! Literaly : For example : W.Rooney has a contract on 1280peryear and he wants a 3 year contract : so its like (1280x3)+400 = ~4400
Do not give him a 5 year or a 4 year or a 1 year contract! Give him what he needs...thats the way to get him
I was playing with sevilla and had an S popularity and still some superstars (messi,fabregas,cristiano) had like 24% scout list possibility of joining me..so be patient...

I really don't think it works that way. I've had Messi join me when I was in Division 2 with C popularitiy when the Scout says that the chances of him joining me is 0%. And his salary demands were 2100+ and I only offered him 1900 and yet he still came. The system is quite fucked up, IMO, and I can't figure out any logic or pattern to it at all.
Also, regarding point 3, I'm pretty sure the salary system doesn't work that way. The number of points the player wants is a per-season figure. Since you can only offer a max of 5000, then does that mean you can't sign players whose salary demand are more than 2000 for more than 2000? Obviously not.

(DON'T ACCEPT ANY FRIENDLY MATCHES!)
First of all, you need to save at least three slots in the beggining of the transfers break. The first (01) you leave as it is, for a little ensurance... Then you can work with the second (02) and third (03) saved slots.
For each day you can make 5 transfers. So, load the 02 and make an offer to buy some player.
If they accept you can offer a sallary to the player and save the game again on the 02 and 03
If they refuse you just load 03 and overwrite 02
Doing like this, for each transfer day you can have 5 possibilities of signing a new player.:shocking:
Once you have all 5 players for that day you can save the game from the slot 02 till 20. Now you can leave the 02 alone, load each one from the 03 till 20 and advance to the next day, so you can see the result. Got the picture? In one of those you can have the fortune to sign even 5 players.:w00t
If you signed 3, 4 or 5 players you can overwrite 02 and 03 with it and make new offers for another 5 players.
If your sallary offer are being rejected, you can raise the offer on 02 and overwrite from 03 till 20 and see the result.
And just another couple of things:
Loan: on the middle of the season you can loan any player available for loan that you wish for 0 points.
Players List: Since the players list has a 32 players limit, you can save a couple of slots in the first day of the transfers window and change the 32 players on your list, then you just advance the game day after day so you can see the % of those players, if they are at least 20% you can sign them!
