I'll try to explain people. Basically after seeing FIFA 2004 Online, konami felt that that was a really bad adaptation of online game and didnt flow as well as it did Offline. SO they decided that it wasnt time to put it on PS2 Servers. Also, someone mention that MS were providing the servers for Konami, that is true too but Sony were going to provide the servers too but they have really bad servers because they didnt put enough money into the project. You pay for what you get. Hence PS2 Online is free. Here is an interview frm last year about PES ONline on the PS2:
FIFA is obviously your key competitor, and while those in the know seem to be in agreement that PES is a much better game, it seems all the good work Konami has achieved with PES over the last couple of years in Europe, in terms of catching up with FIFA, has been undone by not being online:

Takatsuka: Yes, I understand your point. But if you will allow me to say it, I don't believe FIFA's online is a good example of online play at all. Therefore when we go online with our games, we would like give you exactly the same experience of playing the game offline.
