UPDATED April 5th, 2010
Here is the latest file derived using the ideas from this thread that tries to improve the gameplay by changing Team Styles (click for link). It is for North American PS3s with the 1.03 patch.
If you have downloaded any DLC you may initially have trouble with this file. I downloaded the 1.04 DLC and it kept on trying to overwrite my edit file, even though I had deleted the DLC from my hard drive. So I then deleted everything regarding PES 2010 off my hard drive (including the "Game Data Utility" section of the XMB), downloaded the 1.03 patch again (but not any DLC), and was good to go.
Here is a brief rundown of what the changes do:
http://www.megaupload.com/?d=B6F1HIG1
It includes:
Changes to Team Styles:
1. Player Support - Add 40 to each team.
2. Support Range - Subtract 20 from each team.
3. Position Switch - Raise by 20 for each team, not going over 80.
4. Offensive Style - Subtract 30 from each team, not going under 20.
5. Pressing - Add 10 to each team, not going over 70.
6. Defensive Line - Add 20 to each team.
7. Compactness - Lower by 30 for each team, not going under 20.
The file also includes changes to every team's assisted settings so that the computer will handle managing duties (good for quick play). Please note: there is a small glitch with these changes to the assisted settings, see post #7 of this thread for details.
I used mrgametight's base file to start out with, did the changes mentioned above, and also did the following:
-Renamed the unlicensed stadiums.
-Moved Bayern to group A, overwriting Stabaek. And then changed Werder to the default (basically clearing group B).
-Added emblems for the unlicensed teams in group A.
-Added 55 pngs for kits, for the unlicensed club teams in group A and many of the national teams.
(emblems and kits taken from JackWhoBRA's thread)
I then created kits for the unlicensed teams in group A, as well as all the national teams. For teams without pngs I gave them a generic png (either: puma, nike, or adidas). Please note, the kits are not official. I had to cut some corners due to time constraints.
If someone wants to make changes to this file for Top Player difficulty, the only changes I would make would be to the "Pressing" which I would lower by 60 (or 50 off the default).
Thanks to the people involved in all the threads I linked.
Version 2, uploaded April 5th, 2010 includes:
1. Added a defender to attack on set pieces for each team.
2. Removed "Pressure" and "Total Defense" from each team's strategies if they were there, and added "Counter Attack" and "All Out Attack" if they were not.
Computer controlled teams will now attack a bit more and not be so passive. If you have already copied the kits from version 1 you will only need to overwrite the edit file, because that is the only thing that has changed.

Here is a brief rundown of what the changes do:
- Increased Player Support helps the computer attack more.
- Decreased Support Range gives the game better spacing.
- Increased Position Switch helps eliminate the backline ping pong passing by the computer.
- Lowered Offensive Style gives the game better spacing.
- Increased Pressing for more realistic pressure by the computer.
- Increased Defensive Line for more lofted through balls by the computer.
- Lowered Compactness gives the game better spacing.
