so when you downlaod an option file where do u put it in a pes fan thing or something

You put it into a PESFan Editor if you want to edit it on your PC. You download it, save it to your max drive and then uncrush it onto your memory card on your PS2 via your max drive software.

Yes you do. You can't put it onto your PS2 without a max drive. I think you can use an 'x-port' or something but ive never used it myself so I can't help you with it.

can i download the option file on computer and then copy it on a CD,and i put the CD in ps2 and copy it to memory card

Nah I'm pretty certain you can't do that geez. Just buy a max drive they aint expensive I got mine for about £20.00
