Hmm, no they do not... they do not make classic players: if they did, I would know about it, since I'm a huge of 1990s football.
Instead, what they do, is that they put some white dude with a generic face, a generic hairstyle, a random name, and inacurate stats, and they include that generic piece of shit player as a ''hidden'' player.
Nobody cares about GENERIC player, it feels cheap and generic, with generic faces, random names, and inacurate stats. That's the problem, they need to pay more attention to detail.
I mean, I do not expect them to add some 50 classic players with their real names and faces and stats, I do not expect classic teams 100% true to life; but at least, they could easily add the very distinctive players like Roberto Baggio, Romario, Marco Van Basten, Zinedine Zidane, Carlos Valderrama, Ruud Gullit, Fernando Redondo, Enzo Francescoli, Michael Laudrup, Matt Le Tissier, Fernando Hierro, Paolo Maldini, Dennis Bergkamp, Rivaldo, Luis Figo, Pavel Nedved, Gabriel Batistuta, Alan Shearer, etc, etc; with their real faces, real names, and true-to-life stats.
I mean, that's only a total of 18 classic players, some from South America and others from Europe. I do not think 100% true to life classic teams are necessary. If we can have the most distinctive and important players with their real names and faces, plus the ability of tweaking or adjusting the length of the shorts: it would be very easy to create classic teams that look true to life.
And to be honest, I would be happy if Konami just included the four classic players that I want in the game, I do not want a lot of them, I just want four of them; however, I know that I'm not the only one who would like to see his favorite players on current-gen HD graphics, thus why I decided to create this thread.

That's what PES is all about, about player individuality, they should include distinctive players from past eras. And yes, I do agree, that we should simply put the faces and stats of when they were at their peak.
