I have been testing and trying to fix the AI to work in a way that makes BAL playable, but at the same time not destroying ML or any other game modes. Lately I have been successful if I may say so myself.
What I discovered:
Condition / Fitness: Global +4
This stat is key to make the game playable, so a global +4 will result in that most players have 7-8 in this statistic. Everyone will play better but the AI will get extra benefits from it, highly noticeable when you play BAL. The players "smartness" is highly affected by this modification, and this is the main contributor to "fixing" the AI.
Mentality: Global +10
A global +10 to Mentality will make players a little more resistant to fatigue, but that's not why we raise this ability. Mentality also affect the ability to increase their performance when needed, i.e trailing by a goal etc. And many great players in PES2010 have a redicilously low amount of Mentality in the first place.
Technique: Global +4
Getting control of the ball and doing something sensible with it before opponent has overpowered you is a huge problem at Top Player, even for the AI when playing against itself. This helps a little bit for you, but alot for the AI.
Assisted settings: I only mention the ones I modify
Lineups 2 (stars will have better form than before and end up being picked most of the time)
Autosubs 3
Auto form change 1 (Essential)
Auto Tactics 3
Attack Balance 3-4 (Good teams should be placed at 3, the rest at 4)
By doing these changes I experienced an entirely different gameplay, and even though I put my emphasis on realism over gameplay difficulty, this modification worked well for both parts.
I could upload a OF, but I am using the SM patch myself and have done my edits ontop of that mod and feel it would be unethical to upload a file that I did not make as my own OF plans went down the drain when I started concentrating on modding the AI.
Hope this helps for you, as it did for me.

EDIT: PS. i forgot to mention that i also did a global +1 to injury (A gets B etc.) because I hardly see any injuries unless I do this. Entirely optional ofcourse, but it adds a little bit of realism.
