I have a chipped xbox (US). That means I can play import games, but not on Live. Yes, it's been said before, but let me explain how it works.
Most chips have some type of on/off feature, specially for Live. Older chips have a physical switch, while newer chips have software selection. I have new generation one (xenium).
If you try to access Live with the chip enabled, your xbox will be banned from the service. Your EEPROM is banned and you can't even try to resign for a new Live account. The only way to get yourself back, other than buying another xbox, is to buy an EEPROM (software) from an xbox that doesn't have an xbox Live account assigned to it and flash it on your xbox. It's possible to buy this online for around 10 bucks.
So, Imports only with chip enabled, which means no Live. If the game is not released in NA, there's no chance for americans/canadians to play online. And as far as I know, the games has not been announced for the NA market.
About tunneling. It works great! But keep in mind that system link games are LAN games and are not optimized for high pings (above 10ms). I play Halo on xbconnect/xlink and it's great if my ping is around 30-50, which is only possible when the people I'm playing against is close to me. I believe if you try to play online through tunneling against some people overseas, it'll be really bad! Now, I agree with previous posters, I don't see the point of having system link on a football game. There are no basketball/hockey/american football games (that I know of) that are system link enabled. But it could happen.
