I've read alot of people having problems getting AI team mates to make forward runs. I have found a possible solution to this.
In team style, apply the following settings:
Player Support: 20
Support range: 10
Attacking Style: 13
These three deal with attacking behaviour.
In the Management Edit screen, apply 'Possession (OFF)' for the entire duration of the game, for all circumstances.
If this is still not enough, increase the attacking nature of the team during the game by pressing (<) + RB (probably SELECT + R1 on PS).
One final possibility is also activating All Out Attack strategy. I have not tried this yet though, as in PES2010 this caused CB's to move forward, which I do not advise. So I cannot comment on the behaviour in PES2011 when this is applied.
These settings, in conjunction with intellgent use of pressing LB/L1 after passing to make the passing player move forward, should help.
I myself was unhappy with the attacking movement, but after applying these settings, it made a big improvement.
