I have this question too. The whole development scheme this year seems less straight forward. I liked it in the years past when they gave you a lineup card showing each players individual progression after each game... which is not in this year's game.

As far as I know: orange=developing, blue=declining. The length of the arrow means how quickly it happens.

I thought that too, it sounds like the logical answer but I am also pretty sure I have seen players changing from blue to orange and vice versa, the former being somewhat more of a conundrum for obvious reasons, Dawson I think was blue when I signed him but now he is orange again, it all seems pretty chaotic somehow in comparison to the streamlined and more predictable development patterns in previous games, although it does make it more hit or miss when making signings which although frustrating, does I think add to the realism of the whole thing. Another guess would be that training has something to do with it i.e if you develop a defenders speed or an other attribute not too synonymous with his position then development should be altered in some manner.

It is happening again
Some players will have blue lines during the transfer window and off-season, but when "training resumes", so to speak, they'll get a red line.

But yeah, red = improving, blue = declining.
