Can someone please inform as to what the funny coloured arrows are for on the formation setting screen, as i see no mention of them in the instruction book.

The ones next to your player names are their 'form' or 'morale' values.
Red up arrow is best and means he is on fire and will be amazing.
White down arrow is the worst.
Players not on Red or yellow tend to lose their fitness/stamina bars much quicker and will need to be subbed off sooner.

Players on red are more likely to score on target and make better passes. I believe free kicks are affected too.
I scored 4 goals with Beckham from outside the area in one match when he was on red.

Their skill value for some stats are supposed to be altered based on the arrow with red improving them and green being the standard.
All this is what I have heard and read.

Choosing the keeper on a better arrow is a good option.
But then you have to consider, is it better to play Beckham on a blue arrow or Sinclair on a Yellow?

Who wrote that guide and where did the information come from?
Which 'accuracy' does it mean?
Accuracy for passing, shooting or dribbling?

Weren't those stat changes of up to +/-3 supposed to be referring to the original ISS games on PS1 where the stats had a maximum value of 19?

How can you explain that tiny difference in stats having an effect on a PES player with stats of up to 99?
How can it be that someone like Owen or Shevchenko is visibly slower at dribbling and far poorer at shooting when on a down arrow if what the guide says is true?

If you play Zidane or Henry on a down arrow, you will see how little effect they have in a match, with regards to passing, speed, passing and shooting. And it is most unlikely the are able to score when on a down (grey - although it looks more white) arrow, meaning if they are played they won't do much and will have to be subbed off.
The Germany keeper Kahn has response of 99. So if he is on a down arrow, that means his response goes down to 97 which is better than 99% of all keepers in the game, but he will play very badly if on a white arrow, conceding weak shots etc.

I would suggest that the stat changes in PES are about 5 times as much as those suggested.

BTW, the three guides below the one about the form arrows do not work.

the stats came from the now defunct iss-online.net but i put it together my self. now that you mention it, i think that maybe those stats are from isspe2, i have taken the guide down for now until i find out the real stats for pes2.

ps. all the guides which didnt previously work now also work.

We'd all like to know the truth!!

I think it would make sense to be multiplying the values there by 5 since 99 is almost 5 times 19.
But I don't know.
Using this, it's possible some players have stats over 99!

(But then, even created players with all 99s for everything aren't perfect)

Would you play a world class player, eg Zidane on a blue arrow or a lesser player on a red?

good question, I am never sure if I should use a star player on blue or use a sub who is a few notches lower stat wise but at normal or higher.
 
You just have to take all into considiration! in master league this is made easy as all of the players r relatively poor lol!!!!
And also the difference in quality could play a big matter as a bad on form player mite still b worse than a off form quality player!!!!!!
