It is because OF loads slow on PS3....seems around PES 14, the load time has gotten steadily worse each year on the PS3 concerning OF's.
PS3 is old technology compared to the PS4.
Don't worry, nothing is wrong, just the way it is.

About the question, first install only V4 files (the one that said "update") and then download the V5 (same, only "update")
