signing players

hi guys, i have a few questions to ask regarding the signing of players.

1) how to sign players that are not in the "list of targets"? i have the best scout but negotiations always fail although "the player is keen to move".

2) are we able to manually set the bidding fee or we have to leave it to the scout?

3) does the affection level of other players mean their affection to your club or their current club?

its frustrating because i have a lot of money but i cant seem to sign any world class players even though i won the league and ucl!

I have unlocked it but I didn't enable it. Seems weird that I would have to resort to this to sign players?

You could try to set the trading frequency higher (in the settings).
And there is not the best scout, one is better with youth, other one with top-teams, other ones with "low" teams. Besides that, it also depends on how "attractive" your team is (team ranking, EuroLeague/ChampLeague, other team accomplishments, etc). Hope this helps ^^
