Your scout handles the initial approach to the player, so at that point you can't do anything about the bid. If the player is interested, and you have your Master League set to 'negotiate directly', then you will see the conditions and be able to tweak contract length, salary and transfer fee. But if the scout can't interest the player in your club, you can't adjust the bid.
