I know its cheating in a way to bring in the Classic players, but why do players like Pele and Socrates have transfer values. Surely they shouldn't have a club?

All the players in the game have a transfer value, I presume to simulate the price you would have to pay for them in the real world.

It'd be an even bigger cheat if you could get them for nothing.

Yeah, you could also get all of the players who were at club not in PES2 for free, as well.

They've given everyone (except for Bosmans) prices now, to simulate the idea that you have to pay fees for players, whichever club they play for.
