yo heres my tutorial i made it ages ago but it still works for me in the newer versions so here it is:

How to create a bootpack and insert it into WE/PES.
This Tutorial is for PES 4/WE8, but also works for older games eg. WE7, PES 3, WE7i, altho the number of editables can change and 9 boots are the maximum thats possible.
Tools required for making a bootpack:
- Adobe Photoshop 7.0 or more.
- WE Picture Decoder.
- AFS Explorer.
Firstly save the 9 (7 non-editable, 2 editable) boots you want in your bootpack to a folder on your HD.
Stage 1
- Open Photoshop, then go to the folder where you saved your 9 boots, highlight your 7 non-editable boots and drag them into Photoshop.
Stage 2
- Click "File > New", create a new template, W: 512 pix H: 768 pix, mode: RGB Colour and contents: Transparent, then click “Edit > Fill”, “Contents” Black.
Stage 3
- Copy and paste 3 non-editable boots into the black template, putting 1 in the top right corner, 1 in the bottom right corner and 1 in the bottom left hand corner, so in order these boots will be 3, 7 & 9.
Stage 4
- Now you can make a grid to make inserting the other boots easier.
- Press "ctrl R" (Ruler), then click the "Move Tool" and click on the boot top right.
- Then left click in the numbers (Ruler) at the top, hold and drag the ruler line to the bottom of the boot top right.
- Click on the boot bottom right and create another ruler line at the top of this boot.
- Then left click in the numbers (Ruler) on the left and create a line to the bottom right boot, repeat again for bottom left boot.
- N.B. All lines should click into place.
- Now copy and paste the 4 other non-editable boots in, leaving the first 2 slots empty.
Stage 5
- Then click "Image > Mode > Indexed Colours", click ok to merge and in Palette select "Local Selective", then click OK.
- Now click "Image > Mode > Colour Table", Click "Save" and save as "Colour" in the same folder as your boots.
- Once saved, in Table select "Grayscale" making sure the first colour in the grid is Black, click OK.
Stage 6
- Now save as (in the same folder as Boots) "xxx".bmp click save and click on OK.
- Copy the 2 editable boots into slots 1 & 2.
- Then click "Image > Mode > Colour Table", in Table select "Grayscale" click OK.
- If you want to check that everything is ok, go back to "Image > Mode > Colour Table". Click on Load and load your saved palette. The colour should come back for the 7 non-editable boots. If you do click cancel to return to normal.
Stage 7
- Now click on the Marquee Tool, in the style at the top choose "Fixed Style" W: 512 x H: 256.
- Click on the file and a rectangle should appear, Move this over the top 3 boots making sure there is no gaps, then press "ctrl C" to copy.
- Press "ctrl N", then click enter and "ctrl V" to paste.
- Then click "Image > Mode > Indexed Colours", in Palette select "Custom" click OK.
- Then click "Image > Mode > Colour Table", in Table select "Grayscale" click OK.
- Again if you want to check that everything is still ok, click "Image > Mode > Colour Table". Click on Load and load your saved palette. The colour should come back for the desired boots. If you do click cancel to return to normal.
- Save as "Slot_0.bmp" click OK.
- Repeat this for the Middle and Bottom row boots saving as "Slot_1.bmp" and "Slot_2.bmp".
Stage 8
- Now click on “Slot_0”.
- Then click "Image > Image Size". Change W: 128 x H: 64, click OK.
- Then click "File > Save as" and save as Slot_0_gs.bmp.
- Repeat for "Slot_1" and "Slot_2".
Now the hard bit is done, let’s put them in the game…
- Open AFS Explorer, open the "0_Text.afs" extracted from your .iso of PES4/WE8. Find the two files "shoes_ee_tex.bin and shoes_gs_tex.bin" (spikes_ee_tex.bin and spikes_gs_tex.bin for WE8). Export them to your desktop.
- Open WE Picture Decoder and open "shoes_ee_tex.bin"(spikes_ee_tex.bin) from desktop, click OK. You should see the first set of boots “Slot_0”.
- Click "Input/Output > Input/Export Full Image > Import BMP"
- Navigate to the file you saved as "Slot_0.bmp" and open.
- Repeat for "Slot_1" and "Slot_2" using the drop down box.
- Click on Slot_3 in the drop down box.
- Click "Input/Output > Input/Export Palette > Import ACT".
- Navigate to the file you saved as "Colour" and open.
- Save the file as "shoes_ee_tex.bin" in your boots folder. (this may been seen in the folder as "shoes_ee_tex.bin.new", right click select "rename" and delete ".new")
- Now import the new "shoes_ee_tex.bin" and "shoes_gs_tex.bin" files in your boots folder back into the 0_Text.afs using AFS Explorer.
- Import the 0_Text.afs into the PES4.iso then burn as slow as possible eg. 1x ideal or 4x is good.
