I did this for another forum and thought it might benefit the latecomers here. So here's the current state of play as it stands today.

You'll need a bittorrent client for (1) and (2). Credits to billsterno1 for creating the torrents.
Procedure
( a ) Extract a clean iso of your WE8LE dvd using DVD Decrypter.
( b ) Download (1), (2) and (3) above and extract rar files using WINRAR.
( c ) Apply gangsta.ppf from (1) to your clean iso using ppf-o-matic 3.0 included inside package (1).
( d ) Apply fix 1.1 ppf to ( c ) using ppfomatic.
( e ) Apply fix 1.3 ppf to ( d ) using ppfomatic.
( f ) Your WE8LE is now patched. You can now either:
(i) burn this patched iso to dvd using DVD Decrypter or whatever other software u usually use (Nero, Alcohol) – make sure you use good quality dvd, burn at slowest possible speed, and shut down all other apps while burning. Your game is now ready.
(ii) transfer the patched iso to your ps2 hard disk using winhiip or hdl_dumb. Enable mode 3 to play WE8LE off your hard disk.
Option File
Included in bundle (1) is an option file for WE8LE (credits to Scorpio). It comes in 2 formats – x-port (.xps) and cue/bin file. You should use this option file with the patch, at least until the full version patch comes out. The patch will still give you English menu, english names etc but this option file will give you the latest Jan05 transfers, stadium names in English, all WE-Shop items unlocked, etc.
(i) IF you have x-port, use the .xps file and copy over to your memory card.
(ii) If you don’t have x-port, burn the cue/bin file to CD and load it into your ps2. When the first screen loads, press R1. In the next screen, go to "cdfs" and press “X”. And in next screen after that, select the *.npo file and press “triangle” to copy the option file to your memory card. More guidance for the cue/bin transfer here -
