Let's assume you have 27 players. If you will change players formation (not before the game but on some other daz) you will notice than you are able to select 11 players for field training, 12 players to be active by the training and 4 players are greyed out, also are inactive. That is how I thing it works, bu I am not sure. What I am sure, that by statement that all players are developed normally they are all developed varying. So it have to be some mechanism behind this formation screen.
