Seriously thinking about getting WE8 but having not bought an import game before I need advice on what i need to get it running on my PAL PS2. Also, will I be able to patch it?

So what I would advise you, is to try to get new, professionaly pre-modified PS2 on ebay or similar and sell your old one. You can get one new pre-modified PS2 for almost the same price as new (not-modified) PS2 in shops. That is the ultimate solution for the future. Otherwise, you depend on swap disks for future games in case of slide card. And you don't have to remove your tray mask etc...
Many premodified PS2s come with the warranty as well, so it is a good purchase.
It all comes to how much are you willing to spend.
If you have money for new PS2, don't think too much, get modified PS2 straight away. Otherwise, go for cheaper solution
