Im not sure tbh as i aint used anyone's option files this year but go through the 'Completed Files' area if you didnt already. There might be something there. If there's nothing there yet then someone's probably planning to release an update fairly soon id imagine.

Unfortunately you cant change the nationality of players in PES2009 as far as i know. If you're looking for a specific nationality to create someone try looking through all the players in the teams named 'A' to...whatever it goes up to as there are many different nationalities to choose from...

Alot of great news really. 360 degree movement is a great, and unexpected inclusion that along with the improved AI should really iron out alot of the gameplay problems and make for a much more realistic football simulation experience imho. PES will rise once again like the bad mofo it once was :)

PES Editor is for PC only i think. As far as i know there is no way of copying players on the PS3 version.
