You need to go to Community, create your own profile and you can customize a cup (like the Konami Cup) in there. You name your cup and everything. Starting last year with PES 2010, this is how you customize a cup.

Are you talking offline or online? You can customize a cup/tournament in the Community section of the game. You can choose format, number of teams and who plays who. I did this to play what was the Konami Cup in previous versions as I get used to the game play of PES 2011. Online, I have no idea.
