I agree on everything you say. But I think this not an issue in regard to controlling the pass but rather another issue, which is receiving the ball/first touch issue. ........But since you can't pass without a receiver, then it's still as passing issue I guess. :)

I guess use the formation. Make a formation where in 1 of the defender is in front. Then switch to it during the game.
