I just started doing this about an hour ago... change the league settings so you can get Transfers easily. Get 5 players that are good and voila. You'll be about as good or a little bit better than the other teams. Then when the new transfer week comes, get 5 more.

Italy's rating is top notch in the game. They used to be top notch, and they aren't anymore. They do have skilled players, but they don't seem to function well together. Italy used to rock... back when they had Ravanelli and Vialli (Juventus was also my favorite team back then ;) )
