I was just doing a international cup and yes it randomizes from the beginning but you can move the teams around after or switch ones in and out.

Id say the PS3 like most of the people here have recommended. Now i dont own a 360 but just the fact that you're limited when it comes to option files gives the PS3 the edge. PC is great though. Although, I do see your concern with the cheating.
