Its also noteworthy that although the weak foot accuracy and weak foot usage have those blue bars, they may not increase other than when "players shine". I've never seen them increase to this day (4th season in ML).

Follow the below steps Load your master league save file. Go to My Team Information -> Squad List Press R1/RB/E 3 times. You will see blue bars along with the abilities, only those abilities can increase against which bars are displayed. I do not think form can increase.
