Yes it is possible, but keep in mind that the image slots are shared between accounts :( So you will probably won't have kit slots for two complete OF's

What kind of TV do you have? I had some stuttering issues on my PES 2018 as well when playing on my smart tv. Try to see if you have a "Game mode" in your image settings or image presets and activate it.
