It is because there are separated slots for usage in CL/EL, which can't be accessed when playing on PS4. It was always like that because many teams have different kits between national league and UEFA competition.

when i am back from my break i upload all ingame teams, my updates i have done and some teams where kits got updated (relates to some african teams, Libya Madagascar Sierra Leone,...). i also make every team with 3 GKs, and make the rest of the NON-FIFA teams.

i will make an all in one package of everything when all the teams are finished. then you have all kits in one ZIP file, but also team exports and flags (also some stadium images) will be in the pack, but is definitely easier downloading all and delete what you dont need.
