I've had a bad connection today as well. I was still able to tear it up in the few games I was in, I think I only had 1 game out of about 5/6 where I ended up with less than 20 kills. I'm sure the general lag for everyone else aided that somewhat but I'll take my small victories as they come.

This is the reason behind your shots not registering then. It's as if you're a sniper with narcolepsy. You inform your internet connection that you would like to shoot someone in the head, the router thinks it through for a good few minutes before giving you the answer at the end of the game.
