No, you don't need PS2 Online. You simply go online (via your computer), download the patch, apply it using ppf-o-matic to a bin file of the chosen game. Then proceed to burn the disk to play the patched version. Enjoy.

Yes, but unless you speak Italian, it won't be of much use to you. Your best bet now is a mix patch. Y2KSA's seems to be working fine.
