I don't have it installed on my machine so can't be certain but I would expect there to be some sort of INI file on your system which you can edit manually in Notepad and which the Settings program would usually edit directly. It would likely be located either in the game directory or somewhere...

Have you tried right-clicking on the Settings program and selecting "Run as administrator"?

While I don't know for certain, I'm more than comfortable saying he hasn't. Doing so would involve him doing a very small part of his job.
