The LA map in LA Noire was rather huge and that was on 3 discs! Maybe this will be on 4 discs as obviously GTAV will include the countryside and mountains/national park.

If the multiple characters thing is true prehaps we play as 3 different people in each of the 3 different cities. Mainly these 3 guys, you'll notice, as mentioned in the IGN video, that the 'Tommy' character is in this part as well as the Latin guy.
