Yes but you can play it without playing the first one. To be honest, there's little excuse not to buy the first one and play it before getting into the second, its certainly cheap enough. The story across both games is excellent.

The invisibility cloak is a god-send for advancing where you're covering from or momentarily going Tony Montana on everyone. I thought at first the Infiltrator class wasn't quite going to suit me despite seeming to be the ideal class I enjoy but actually it all turned out very well.
