The file that you have linked above should work, I think you may have one of the many PES2008 bug problems. Here's some solutions for you: If these doesn't work, please come back. And may I ask if you are using a 64-bit Vista OS?...this may contribute to the problems you are experiencing.

yeh, i remembered previous PES versions allowed you to include the League C in Master League, but Konami has disabled that option in PES2008.

It affects the fatigue levels and the transfer/negotiation difficulties.

Sorry mate, i really thought there was at least one patch out there that has swapped in the Bundesliga for another league other than the Dutch one. I have literally found 10 patches made by different authors where they have swapped the Eredivisie for the Bundesliga, I dont really see the point...

Which league would you want sacrificed in order for Dutch teams to be availlible in Master League?

Yeh, i think it is completely random whether they actually want/need to loan your player or not. But when clubs offer to take your player(s) on loan, make sure they don't have more than one player playing in the same position that has better stats (or much more experienced - aged 30 aprox)...

Have you installed any patches or attempted to edit the game files that may have caused this probelm?

I think you have to dribble around the goalkeeper and walk into the net without shooting.

It changes the difficulty level of the CPU..... gets harder every time you increase difficulty level.......
