I think it's purely luck of the draw as I've had a few penalties on PES 2010, I even scored one about 2 days ago in my League mode actually.

The through balls have been worked quite well by Konami this year. In previous PES's, there was an easy emphasis on through balls, to an unrealistic point. However in 2010, the defenders now read the through balls very well and often cut a lot of them out, especially the full backs I've noticed...
