Pardon my ignorance, but what is dll (download?) and a system 32 folder?

It says I have 9.0c, but I looked at the folder through My Computer > Local Disk (C: ) > Program Files > directx > setup, but the folder is empty.

I know, but they tend to get it accurate a game or two late. Xabi Alonso for example was shit when he should've been good, then a season late, they improved his stats. Same with Messi. Fabregas should have better technique and passing.
