I don't think that is the case any more, and it hasn't been for the past few years. For instance, Microsoft scrapped developer fees back in 2013. Look at games like NBA Live 16 and NBA 2K16, they are continually updated (stats/game-play tweaks etc.) There's no excuse for Konami's laziness.
