I can't there is not enough room for logos for all teams, Konami only allows 40. That's why rest of world teams have FIFA logo and some european have UEFA logo

I think you only need to copy edit data, uniform data, and faces not system data. Only thing is you will need to have unlocked hidden players from master league to have full german squads, but it doesn't take long if you simulate games.

It did not. The only thing that Konami did was add new footballs and new boots (which are good it has to be said).
