The PS2 versions of those tracks are near impossible to decode because unlike in previous PES games, each track is played at random intervals. As far as I know, they're not stored in any of the AFS files. My guess is that they're hidden somewhere in one of the data files. Someone will need to...

Your TV's Instruction Manual should be able to tell you if it supports PAL signals. Here in the UK, the NTSC support is usually written on the packaging (box) as well as in the TV's Instruction Manual.

Is this true? I mean, is it like the Game Speed option on the Pause Menu (back in the ISS PRO games) where you can set the Game Speed to slow or fast? If so, then I think I might try it.
