I checked the piggyback guide again, and technique is for trapping, dribbling skills (special skills such as roulette) and also it helps with lob shots. It's not for passing from what I can see.

I'm thinking that a big factor might be your percentage accuracy. For example, if you touch the ball 20 times, and make 10 passes, then even if you complete 100% of your passes, that assumes you "lost the ball" 50% of the time. This is a bit unfair if it's true, because it might be counting...
