Bootpacks!

Hi, i was just wondering a few things about bootpacks and was hoping somone could answer a question about it for me:

1) Do you need Adobe Photoshop to make a bootpack?

and would it be possible for someone to make me a bootpack please:

Find it, read it and if you cant do it then get back to me.
