Yes. To be able to play any kind of 'unofficial' disc you need to bypass the PS2's security measures. It doesn't matter if you have PES4 on DVD or CD, you will still need a chip or Swap-Magic + slide card.

You will need the swap-magic discs as well though. If you have the older PS2 as I do, I would recommend the Swap-Magic/Slide Card combo as it is cheaper and just as effective.
